The Iowa Trappers Assoc had the winter meeting today and one of the topics discussed was the issue of pre-staking in the road right of ways. After much discussion a motion was made to draft a statement that will be taken to the DNR Natural Resource committee for their approval or disapproval that eliminates the pre staking of road right of ways through an administrative rule. Arguments for both sides of the isle included: pre staking does not lay claim to a spot that anyone is free to come in and set a trail just like the next guy...prestaking is not allowed on public game management areas and it should have included the road right of way when it was originally drafted back in the 70's???... In any other pursuit of game, equipment must be removed from or not placed there until the SEASON opens or 1/2 hour after season closes...By eliminating pre staking you are allowing more people the opportunity to set traps (the frustration factor)...eliminating pre staking hurts those among us that rely on trapping as an income. There was a roll call vote taken and I believe it was 10 in favor, 9 against and 1 abstention, a majority is all that was needed. My take on it is as follows: While I do not pre stake, I don't be grudge those that do or can. I to could, but choose not to. Pre staking is not allowed on state areas, but tree stands can be put up a week before season opens (pre-standing) ? Does the use of trail cameras count as pre-hunting? ? on public grounds. If you eliminate one, do you eliminate all types of pre? ??whatever??? Do some trappers utilize or look at the ability to pre stake as an advantage over the next trapper, absolutely. It does affect those that cannot for whatever reason get out early and pre stake (jobs, family, etc.) While I look at it as taking away a priv, the alternative could be no right of way trapping. I know Demoman will have input here as well and I will try to respond to any questions you may have. The vote was 10 for, 9 against, 1 abstention, mixed bag to say the least. There are some other recommendations that came out regarding harvests on some other species that some may like, but I'll let Demoman be the bearer of the good news. I have very mixed emotions on this. Im basically a vaction trapper,so by prestaking it helps pad my numbers in the week that I trap hard. But I see your guys point as it is starting to get out of hand in this area that I trap. I have one competitor that starts staking on labor day weekend. I have two different farmers that I have talkin to that have complained about hitting his kill poles with their sickle mowers and were not happy at all! I would rather lose prestaking than to lose road right of way trappin all together. May I ask what happened with the two week before the season staking that was discussed on prestaking? I have served on a public board before and know you CANNOT make EVERYONE HAPPY so with that being said I would like to THANKYOU guys on the Iowa Trappers Association board!

Interesting! The Trapper's Association decided to take away an option. Not the courts, not the DNR, not the public? Trapping is constantly being attacked, and involves a huge minority of the population. The trapping community constantly has to stick together and spend money they might not have to fight off restrictions. Meanwhile the state trapping organization wants to restrict the trapper's right? Why? Some don't like the prestaking? You say prestaking "hurts those among us that rely on trapping as an income"? What? I relied on it to pay for x-mas gifts for my wife and two sons. I was never able to take off more than the first two full days of season during the week. After that it was half days. I was able to run "hard" for two weeks. Because of prestaking. I never had an issue, never had problems w/ others doing it either. You want to keep rules in place to only help those who you think qualify that trap only for "income". Keep restricting; the numbers will drop, you won't have influx, and you will lose. I think this is a bad decision. And, like you said, if I did still live in Iowa, I would be contacting my rep.

Why take it away? ?? I think most trapper understand that you can’t lay claim to a trail by prestaking. I prestake and run into others that will set on top of me before I get there and no big deal…just pull up and move on. It takes a lot of energy to stake in a trap line with prestaking a guy is able to spread out the work and also get more sets in. For the most part we have one month of good trapping (not of a lot of time) and anything we can do to get ready so we can do more during season is a benefit

IF you say that prestaking will hurt us in the long run. That statement can be made about everything we do
Maybe we shouldn’t be able to set road right of ways. Because the public can see caught animals
Maybe we should take away 220 because the threat of catching a dog
Maybe we should take away snares all together because all they cause fur damage and are unethical
May we should take away foot traps because of coon chewing and go to cage traps only
This can go on and on

i think this was a mistake,,i do not think we should give up something we have,,,whats to keep the dnr from reading into this that maybe they should make any pre-staking ilegal,,ie::private ground,,,i don't pre stake in road ditches but do pre stake streams i trap on private ground,,,this helps me as i do not move quite as fast as i did last week when i was young,,,,,
also anything on where the fall rondy will be?

To the best of my knowledge the DNR had not brought this to the surface as of yet for a possible change so why did the ITA take it upon themselves to submit anything? I brought this issue up at our last FTA chpt. meeting and it was decided that if the DNR were to open this issue up we would than submit our wishes on the subject but not before. This is a BIG mistake on the part of the ITA as far as I am concerned unless there is more to the story than is being portrayed.

Can't believe I am hearing this. Our own State Organization that we pay dues to for the protection of our trapping heritage and rights voted to recommend eliminating one of those rights. Shame on you! Can I get a refund of my Membership dues since you are no longer representing interest of the trappers of Iowa?

Iowaminker....If you would have read the post carefully, you would have known what MY take on the issue was..ref "the taking away from those that rely on it as an income" that was a point that someone in attendance brought up, I tried to get in as many points of views that were presented so those on here knew what some of the arguments for and against were, those were not MY words, I only typed what they said. And I'm not sure what or where your coming from with the comment "and like you said, if I still lived in Iowa, I would be contacting my rep" so I can't comment on that and setting in the roadway is a privilege not a right, just as trapping is a privilege. Furman....Where in my statement did I say that pre staking will hurt us in the long run? ? Did either of you read MY TAKE on the issue, I'm pretty sure you could read more into my take on it as for than against, but hey I'm just the messenger here trying to keep you informed, go ahead stone me. The issue still has to go to the Natural Resource committee, now is your time to voice your concerns, opinions, etc.

ou....I apologize. I did read/take that statement wrong. My position on how if I was still in Iowa....I related to your comment about "if you don't want to respond here but want to voice your concerns you can email me" ... instead I just said I would contact my rep, meaning my district rep.

WOW ....for those of us with limited time to trap this is a huge kick in the nuts. Sounds to me like the whiners just won out again, too many crybabies out there calling the DNR every time somebody sets THEIR spot. This won't solve any of the fighting over locations, you'll have the same group of whiners next year crying because somebody came along and set a trail that they already set, even without prestaking. What ever happened to the two week idea, maybe they should of at least tried that for a year or two before they just took it away, one thing is for sure, if we lose something these days we sure as hell aren't ever gonna get it back. I feel just a little bit sold out by the ITA right now.

BOOOOO I think the ITA should mail out questionaires to it's members and let them decide instead of a select few what to do. If this goes through, I will probably drop my membership to the ITA. The next thing to go will be trapping road right of ways altogether and then public land! Take, take take away.

Is Dave correct? Did the DNR NOT bring this up? Is it too late to change your vote or ask for recount BEFORE you actually send this to the DNR? Perhaps if you don't decide to change your vote, others would after hearing from the trappers paying dues. I'd like to know what happened to the two week thing as well? This decision will not effect me personally or the way I trap since I don't pre-stake but I think it's too extreme and there was a reasonable compromise on the two-week limit in my opinion. ~ADC~

why would the board even bring this up? of the guys on the board i bet only a few of them catch more than a 100 critters a year or trap more than a week. who elected these guys? not me. I pay membership dues to have this kind of a decision made that will hurt my trapping season. i depend on prestaking the week before to get all my traps out. if i had to stake, set, bait all the same time it would take 3 full days to get all traps out. the way it is now i stake and get good sets in working order starting on tue- friday and then on saturday i come back through and bait and set and that alone takes up to 10 hours on opening saturday.

A small vocal minority, who are jealous that they are being outworked, are the only trappers that this decision benefits. Sounds like lots of personal agendas at work, how can we find out how our district rep voted??

Thanks for the info ou812. Keep us updated. My ITA membership has expired. And am I going to renew my membership? ?? HELL yes I am. I didnt switch political parties just cause Bush did stupid stuff, or drop out of my union at work due to a poor call from union. Thats what elections are for. Dont give up on your belief cause of one downturn guys. The NTA official in my area may have influenced this decision. He is jealous and thinks HE owns the ditches, and others pre staking along his line would surely disrupt his trapping routes. They wouldnt even sell me 4 dozen 220's (cause I wanted to extend my line)without giving me holly hell , how I should have bought them at convention this year like MOST trappers. I will NEVER spend another dime in your store George. When I was 16 and I went into your shop and wanted beaver castor instead of recruiting me to be a member of ITA you treated me like scum and wouldnt sell it to me!!!! Not a good message to potential new members. I've heard numerous accounts of you guys doing this to others young and old. Instead of calling others scab trappers GET THEM TO JOIN. There will be a day when there are no younger trappers and the profession of trapping will be unheard of. I've had people say to me that they didnt know people still trapped and they laugh!! Growing up there was plenty of competition, now it seems like 2-3 of us around here have the whole country side to us. Trappers and potential future members are in the hands of us teaching our kids,grandkids, and nephews(in my case) the ropes. The trapping organizations now need to promote and campaign trapping and memberships before its too late. Maybe its time for out with some of the old and in with the new!

This is the recommendation that Ron will be sending to the Natural resources committee for review. He did say he did not know how they would look it at due to there being a split vote essentially. He said if it was unanimous that would one thing. So there still is hope for those that are against this. I would suggest that you contact those on the Natural Resource committee and voice your concerns about this, maybe suggest a tweaking of it if that's what you want. Their next meeting is in Feb sometime, so there is time for those that would like to voice your opinion. My question is. Was the DNR currently reviewing this issue or planning to in the near future? Now I wish I would have remained as a director at large but due to my wifes health I had to step down. It is NEVER wise to voluntarily give up a priveledge unless by not doing so we are at jeapordy of losing something of more value. NEVER should we suggest a change unless the DNR is already pursueing one.
