You know, I sent personal e-mail invites when I started this site, to all the directors and officers of the ITA to visit this site. I'd like to encourage them ALL to come here and get some opinions before following through with such monumental decisions as this in the future.
I'd like to see the answers to the questions posted in this thread answered too if anyone knows the answers.

ADC...Which questions have I not answered I will try As to the why..It was presented by a board member due to the issues that were going on in NW Iowa with prestaking. To my knowledge, an open meeting everything is accessable, but don't quote me on that, I can find out for sure. There was a roll call vote taken, which means every member had to say yeah or nay, one way or the other and will be recorded as such in the minutes. Dave P...Your name was called off on roll call for reps. in attendance Any other questions?

Was the DNR actively pursueing a change regarding this issue or planning to in the near future? I assumed since I was un able to attend at least two meetings this past year that I was removed from the director position.

If so I vote against removing pre-staking in the road-right-of-way.
I would vote in favor of the 2 week limitation prior to the opening date of the season.

I dont pre stake and I guess i'm selfish enough to say I dont want someone prestaking an area that i've prescouted but you cant give any existing rights up. I dont see the usefulness of an assult rifle for hunting but once they are banned,whats next?

I see a few ITA directors have logged on this site but wont comment, Whats up with that, Id like to hear your reasoning for the way they voted ADC.... is Ron Andrews a member of this site? If not maybe we could get him on for some Q & A's

I'm wondering if the real issue doesn't involve the use of cable stakes (aka Iowa stakes) You know there are gonna be guys that leave them there. Come next season --Is that a pre stake? You know there is gonna be a question as to who it belongs to or does it belong to anyone? Just my thoughts have a good one just

Answer to ADC's questions
I am not aware that the DNR was pursuing this issue, but I am new to the board, so it may have been brought up earlier.
I do not remember any discussion on there being a two week time frame involved, if there was, it was short.
Again, this is a recommendation that was given to Ron by the board to present to the NRC for possible rule change, I posted earlier when the next meeting is and posted a list of members on the committee. I do not recall when or if Ron said it would go to the board.

Just my thoughts have a good one just Never heard cable stakes mentioned One thing that I still am unsure of is this and just so we are all on the same page, when you say "pre-stake" is everyone under the assumption as I am that pre-stake means placing a stake with a trap or snare attached but in an unoperable condition(loop closed down or jaws tied shut) because I did some checking with other states on this issue and it means something totally different say in Missouri.

Your discription of what most here concider pre-staking is the same as mine; however there are people around (even members of this board) that put out their snare stakes or killpoles prior to season and attach the snares on opening day. Would this type of "pre-staking" be effected? If not I forsee that method bieng used WAY more than ever before.

Thanks Eric for bringing this to our attention. The pre-staking issue was brought up over a year ago at a meeting and at that time we discussed the possibility of limiting it to possibly 2 weeks prior to season. However no definate decision was made at that time and there was NO mention of submitting a proposed rule change without the DNRs request. To the best of my knowledge the DNR was not actively working to possibly change the rule at this time. If this is true it was inexcusable for the ITA board to take it upon themselves to force a rule change when one was as of yet unwarented. The ITA is not the only assoc. in this state working for the betterment of trapping. Next time an issue of significance arises it would be appreciated if the FTA is contacted to determine their feelings on the subject as well. The FTA does nothing of this magnitude without first gaining the support of its members.

I guess it would be pretty important to state just exactly what "pre stake" really means. I've heard it argued both ways and use them both ways. I don't use cable stakes so when I pre stake its just the stake until the evening before then I might add the disabled trap. I generally use it just to remind me where I felt the best place is when I scouted the area. I also use snares like ADC mentioned.

I guess I ought to mention that I'm an old fart. Back in the 70-80s you could easily loose all your traps in 1 night what with the thievery.

The way it was explained to me the definition of pre-staking is the placement of any tool, device, trap, snare, or any other object used for the capture of a legal furbearer prior to the start of the regular season.

Kelly, from what I understand pre-digging pockets etc. does not fall under the pre-staking guidelines and is acceptable.

Thanks, Dave! But if a drowning slide is put there at a pre-dug pocket like many do, then is it considered pre-staking?
Am talking in the water and wonder if they are just talking on land or would water be included?
How will this effect your river line?

Pre-staking affects water sets and land sets with all possible furharvesting tools. It really wont affect my river line much since I would still be allowed to pre-stake the private ground and the game management areas were already off limits to pre-staking. However I still dont believe in giving an inch if we absolutely dont have to.

You guys are right for the most part, Muskrat you need to get facts before calling names, cause you are wrong. The DNR was pursuing this cause of the number of complaints state wide, so said Ron A. And as for doing it just to do it, I don't know any of the directors who are that way, the only reasonable arguement I heard was to lesson the number of complaints to the DNR so we don't lose road right of ways all together. The removing of kill poles is also a problem. Anyone with questions or complaints need to call their district director and get their take on it directly, word for word, their #'s are on the ITA's sight. Ron said the 2 week issue was not an option, it was do it or don't do it. Incase anyone wants to know, I voted no and have never trapped a ROW. Cody
