We've had some good discussions that seem to have been very educational for most of us concerning the difference between being forced to "open the code" and using the Administrative rule making process to get things changed. The one question that keeps coming up is how do we tell the difference between Code and Rule. If you google Iowa Code, it will take you to a site that has a good drop down menu for both the Code and Administrative rule. Some of the regulations are duplicated, such as the deer stop requirement on snares, and as such I believe the Code would take precedence, some are only in the Code such as conibears over 8 inches must be completely submerged, and some are only found in the Administrative Rule section, such as the two pre staking window.
