I just got off the phone with a lady named Mimi Haphap with the Wildlfe Bureau . She was very helpful and is sending the locations for the 18 ICN sites to me. When I get them, I will post them here. I gathered from my conversation with her that the meeting on the 12th of March is not where we need our voices to be heard. The meeting on April 29th is the important one. It will be from 6-9pm. The final meeting where the rules may actually be changed is in May, and from there it gets put into law. As has already been posted, written comments can be submitted prior to the April meeting. The ICN format sounds a bit more open to true communication, in that a person can respond to other people's comments later in the evening. Feels like we have a bit of breathing room. Let's use it to come to an agreeable result. Scott

The change has not been made yet. Only the beginning of moving it through the approval process. NOW NOW NOW is the time to call in your oral comments, or send in your written comments. We may not be able to change the wording that is in motion now, but I think we can still defeat it, and then let them try again next year with the two week limit, or what have you. I am going to call the lady I talked to at DNR and ask some more questions, but as I understand it, this is not final. Gotta run for now. Scott

And would it do one little bit of good? ~ADC~ If I'm reading it correctly it says (I'm Paraphrasing)"if you don't like it contact the DNR." Get your wife , in laws ,Cousins, neighbors everyone you know to contact them. I'm thinking NOW is the correct time to do it. Just

I just got off the phone with Mimi Haphap from DNR. (I don't know if the spelling is right) 515-281-5034 She told me that during this comment period, changes to the wording can be suggested. So none of this is set in stone. I'm going to suggest that if you are in favor of pre-staking, and can live with the 2 week time limit prior to the season, include that in your written comments.
Mimi is still working on putting the list together of locations for the ICN meetings that will be held in April. When she emails them to me I will post them here. These are the meetings (one meeting, 18 places) where we can have our say, and hear the other side in real time. She is also working on finding out the nature of the complaints that started this in motion. As I have said before, she is being very helpful. She has encouraged me to pass on the info to everyone here, so I'll do my best. Scott

DNR to Host Public Meeting April 29 on Proposed Wildlife Rules Posted: March 24, 2009
DES MOINES - The Iowa Department of Natural Resources (DNR) is hosting a public meeting to discuss a number of new proposed regulations including changes to deer, waterfowl, and turkey hunting seasons and some changes to the trapping seasons. The meeting will be conducted over the Iowa Communications Network (ICN) on April 29, from 6 p.m. to 9 p.m.
"This is an opportunity for our hunters and people who support wildlife to give us some feedback on these regulations," said Dale Garner, chief of the DNR's wildlife bureau. "We will go over the proposed regulations and seasons and our rational behind each change, and take comments from anyone willing to speak, then, if there is any time remaining, we will open the discussion to other topics."
The proposed changes include reducing the number of fall turkey hunting licenses that will be available, changing the counties that will be open for the November and January antlerless deer seasons and changing when the antlerless licenses for these seasons will go on sale. Other topics include proposed waterfowl season dates and restrictions on placing traps in roadways before the trapping season begins.
Any interested person may make written suggestions or comments on the proposed changes on or before April 29, 2009. Persons who wish to convey their views orally should contact the Wildlife Bureau at (515) 281-5034 or at the Wildlife Bureau offices on the fourth floor of the Wallace State Office Building. Written comments may be sent to the Wildlife Bureau Chief, Department of Natural Resources, Wallace State Office Building, Des Moines, Iowa 50319-0034; or faxed to (515) 281-6794.
The DNR will have staff members from the wildlife bureau at each site to answer questions, and to take any written comments.

Am bumping this to the top, because it is important. (to both sides)
We who want to keep pre-staking legal may be in the minority, and those who actually do it, an even smaller minority, and those who screwed it up, smaller still, however I don't believe cutting the left hand off because the middle finger on the right one flipped somebody off is the proper course of action.
Those in favor of removing this privilege are very convinced it is the only way to prevent "this kind" of problem. They will probably get it their way.
This should not stop us from making a loud noise no matter what side you stand on. Take the time to submit your written comments, and show up and make your comments at the ICN sites whether you agree or disagree with the proposal. Believe it or not, both sides are intelligent and know how to listen.

I agree Scott. Also I got confirmation on one point that we have discussed on here before.
Our state watches what is going on in other states and follows suit at times. More to the live market issue, they have not really had any problems here, but are watching what is going on in other states and getting ahead of perceived issues proactively.
I think it is good to be proactive at times, but really on non issues such as live market, where only five live coyotes were sold in one year, it is overkill.
I only bring this up to point out that we can in the future possibly predict what DNR is planning by watching trends in other states.
On prestaking, I still assert that we local trappers need to police those who are being rude and overloading trails on labor day. Treat people like you'd like to be treated.
I hate to come off like an arsehole on that, but those few guys are threatening a part of our sport and we need to step up.
I know some of you guys feel that touching another trappers equipment is a big no no, even if it is a kill pole in June left out year to year. I appreciate your respect for another trappers gear, but consider the disrespect that trapper is displaying for you, our sport, and everyone else who uses that road ditch be it a snowmobiler or a guy mowing for the county.
His kill pole does not have a name on it. If that pole causes a problem in the off season, the only name that will be associated with it is TRAPPER and that includes ME and YOU.
Gene I get back down your way with my own truck, and I will go round up some kill poles without apology to anyone. You can feel free to tell em who did it.

My question for the guys that leave equipment out after season is this:
"How much do you really care about that equipment if you're leaving it in the road ditch all year?"
The guy I've seen in my area is just leaving kill poles around, no snares attached, just rebar. Not a legal set, especially outta season, I will not be breaking the trapper harassment law by cleaning up the road ditch.

Here is the response I received.
"The prestaking rule I think will come up for final decision at the June meeting. If I'm wrong one of the people on the cc list should let us know. The Commission will receive a transcript of the public testimony and any letters and emails received. As always the public will be able to speak at the meeting. I hope this helps. So this is not yet set in stone that we will loose pre-staking. Now I guess we need to show up at this next Commission Meeting.
