I throw this out there for debate and discussion. Should Iowa apply restrictive reciprocity rules to trapping for Non-residents. Would this eliminate alot of the problem areas in the pre-staking debate. Say if your from Missouri and you can't set or pre-set anything in your home state, your same rules would apply in Iowa. If your from Nebraska and you can't set roadways, you don't get to in Iowa either. Just a thought.

I don't see out of state trappers in my area or haven't for years anyway. I don't think the DNR wants more rules to try to enforce. We have seen what happens when they get a few complaints. I really think some of them (probably not all) are opposed to trapping ROWs and things such as that because it adds to their work load, etc... More restrictions without eliminating ROW trapping all together will not help with that. I for see an agenda to ax ROW/public trapping all together. Giving up anything we or anyone has currently, in the way of trapping rights, is a step in that direction IMO. I hope I'm wrong. ~ADC~

Quite frankly "Reciprocity" if left to continue will ruin out of state trapping when it goes so far as to include all the various rules. For example, we can not go to any state with Reciprocity rules and trap more than one bobcat. We should leave the laws as is. Simple reciprocity of if your state allows NR to trap there, then you can trap here. That's it-all other rules apply the same for residents/non residents.

ADC, I hope you are wrong. I don't think it is good to add more rules. Some of the other states have got some real stinkers. When in Rome do what the Romans do. Scott

I agree with Kelly to a point. I can't trap coon in Wisconsin as a non-resident until 2 weeks after it opens. Their law. Then it opens here the same day. That really sucks because I could easily run there and trap my old lines.

In theory I don't see a problem with different rules for out of staters. They should however, be the same rules for all out of staters whether from New York or New Mexico. I just don't want more things to make our CO's crazy. Scott
