I read somewhere on here that 33 feet from center of roadway is where right of way stops. Is that any road in Iowa including county, state roads? And also, how does right of way apply to rivers edge inland.

I don't know the legal measurements. I just trap fence to fence or tel pole to tel pole or plowed field edge to edge. No ones ever challenged me.

I dont know about Iowa.
But I work alot in the ROW in MN and one thing I know for sure is that the ROW varies alot and about the time a guy thinks he has it figured out the goldang road isnt centered in said ROW.
Here 66 feet on a county or state road would be on the small side from my experiences.
